Per the Patrons’ Rights and Responsibilities:
External Facilities Spaces
For public safety purposes, expressive activities are prohibited in the
Library parking lot and driveways. The sidewalks and lawn surrounding
the Library are generally available for expressive activities, provided that
the limitations and prohibitions set forth below are followed.
Internal Facilities Spaces
Designated areas within the Library, including the meeting rooms, lobby
and vestibule, may be available for expressive activities. Interior spaces
are limited, but may be made available, provided that they provide
adequate area for the proposed activity and the limitations and
prohibitions set forth below are followed
Town of Reading personnel policy:
Town employees shall not engage in any political activities including, but not limited to, campaigning for themselves or individual candidates, or campaigning for support of or opposition to ballot questions, during working
hours, nor in uniform nor on Town property (except in locations designated by the Town Manager), nor using Town resources including office space, equipment, vehicles, uniforms, etc.
Employees shall not directly or indirectly use or seek to use the authority or influence of their positions to control or modify the political action of another person.
Any employee may, on their own time, and without the use of any Town resources, advocate for or against any ballot question. Town resources include office space, equipment, vehicles, uniforms, etc.
Town employees may not participate in fundraising for any ballot question, may not solicit or receive any political funds from anyone, may not give, solicit, or receive political funds in any public building, and may not serve on any steering committee or as treasurer of any group that has as its purpose fundraising for any ballot question or candidate.
